Mix salt, pepper, garlic powder, onion powder and beef bouillon cubes and sprinkle over roast. Smother roast with flour and pat to absorb as much flour as you can. Heat skillet and add vegetable oil and brown roast on all sides. Move roast to crock pot. With skillet still hot, add onion and minced garlic till translucent. Stir in 1/4 cup of water and stir, removing all the goodies off the bottom of the pan. Pour over roast in the crock pot. Add potatoes, remaining water and sazon. Cook for 8 hours.
