I think if you were to turn the carrot cake into cookies, they would be really flat and big, as there would be nothing to hold the shape while it bakes. You could try adding some rolled oats to the batter, and see if that thickens it up enough without killing the taste. We do cupcakes with this recipe and pile on the cream cheese frosting.
