Could you explain to me why my ratings are getting lower on the recipes that I am posting and had on there for a while and what do I do to get those ratings up again?

I am very new this site. Is there a tool on this website that allows you to scale a recipe? What I'm talking about is a tool which is the same or similar to the one that the allrecipes.com uses. You just type in how many servings that you're wanting to make and hit the calculate button.

If you do have such a tool, that would be great.... And where would I find it?
