Step #1 Prepare crust: In medium bowl, mix all ingredients.
Step #2 Spray a 9 inch glass pie plate with nonstick cooking spray; spread spaghetti mixture over bottom & up sides of pie plate to form a crust.
Step #3 Prepare filling: Preheat oven to 350 degrees.
Step #4 Carefully spread ricotta cheese over bottom of crust & set aside.
Step #5 Heat margarine in a skillet until bubbly & hot; add onion, bell pepper & garlic & saute until onion is translucent.
Step #6 Add beef, reserved liquid, until mixture is slightly thickened & throughly heated; spoon beef mixture over ricotta cheese & bake this until pie is thoroughly heated, stirring constantly, tomatoes, & tomato paste & cook, about 20 to 25 mins.
Step #7 Sprinkle top pie with mozzarella cheese & bake this until cheese is melted & just begins to brown, about 5 mins; remove this from oven & let this stand for 5 mins before cutting.
