Step #1 Leave head of cabbage whole but remove core & cover with boiling water & cook for 10 mins (modification - remove leaves from head & add to boiling water until opaque).
Step #2 Drain carefully - USE CAUTION WATER WILL BE VERY HOT!
Use 16 to 18 of the largest outer leaves, trim off some of the thick center rib at the base of the leaf.
Step #3 Combine turkey, eggs, rice, Italian seasoning, dill, onion, salt & pepper & just enough milk to make loose mixture.
Step #4 Put heaping tbsp of filling ( or a small meatball) in center of each leaf, roll up & tuck in ends.
Step #5 Put side by side in shallow pan.
Step #6 Mix tomatoe juice, beef broth, cider vinegar, splenda & pepper to make sauce & pour over cabbage rolls in pan.
