We heat flour tortillas in the microwave, but only till they're starting to warm up, not till they turn to paper plates. They're better warmed on a skillet, but we're usually too hurried for that.

For flour tortillas, they are best heated and lightly browned, directly on a gas stove (low flame and no skillet).
For corn tortillas, I either steam them, by wrapping them in a moist paper towel and putting them in the microwave for about 10-15 seconds; or lightly brush them with a little oil, to fry them in a skillet.
