Step #1 In a bowl, mix the flour, sugar & cocoa.
Step #2 Cut in butter until mixture resembles coarse crumbs.
Step #3 Press firmly into a greased 13-in.
Step #4 x 9-in.
Step #5 x 2-in.
Step #6 baking pan.
Step #7 Bake at 350 degrees F for 10 mins.
Step #8 Meanwhile, in a saucepan, mix milk & 1 c chocolate chips; cook & stir over low heat/flame until smooth & chips are melted.
Step #9 Stir in vanilla.
Step #10 Pour over crust.
Step #11 Sprinkle top with walnuts & remaining chocolate chips.
Step #12 Top with coconut & toffee bits.
Step #13 Gently press down into chocolate layer.
Step #14 Bake at 350 degrees F for 18-20 mins or until firm.
Step #15 Cool on a wire rack.
Step #16 Cut into bars.
