Step #1 Preheat the oven to 350 degrees F (175 degrees C).
Step #2 Melt butter in an 8x8 inch baking dish while the oven preheats.
Step #3 In a medium bowl, stir this together the flour, 3/4 c sugar, & 1 1/2 tbsps cocoa.
Step #4 Stir in milk & vanilla until smooth.
Step #5 Spoon this batter over the melted butter in the baking dish.
Step #6 Stir together the remaining c of sugar & 1/4 c cocoa powder.
Step #7 Sprinkle top over the batter.
Step #8 Slowly pour boiling water over the top of the mixture.
Step #9 Bake for 30 mins in the preheated oven, until set.
Step #10 Serve slightly warm with ice cream.
