Step #1 Dice/cube the potatoes into any size desired, when cooked, & cook them in salted water, drain the water & set the cooked potatoes aside.
Step #2 Prepare the cheese mixture: over med-heat/flame In a large-ish heavy-bottomed saucepan, melt the 1/3 c butter with 2 tbsps oil.
Step #3 Stir/whisk in 1/3 c flour, & mix for 1 min.
Step #4 Slowly add in 1 c half & half or milk, whisking until well mixed.
Step #5 Add in the sour cream, Velveeta cheese & grated cheddar cheese.
Step #6 Now slowly add in the remaining 2-1/2 c half & half or milk (if using); cook & stir for about 30 seconds; set aside.
Step #7 In a hot skillet, brown the sausage pieces, then add in the sliced onion & garlic (saute for 2 mins).
Step #8 Add in the sausage/onion mixture along with the salt, parsley, pepper, 2 tbsps Parmesan cheese & garlic powder (if using) into the cheese/milk mixture, basil, & continue cooking until all of the cheese is completely melted.
Step #9 Add in the cooked cubed potatoes to the cheese mixture; carefully mix to mix.
Step #10 Cook over low heat/flame until desired temperature is reached.
Step #11 Ladle into serving bowls.
Step #12 Sprinkle top with grated Parmesan cheese.
