Step #1 Preheat oven to 350°F.
Step #2 Steam cauliflower just until tender; drain.
Step #3 Melt butter in a medium size saucepan over med-heat/flame.
Step #4 In a jar with a lid mix.
Step #5 flour, red pepper, pepper, salt, garlic & milk; shake until mixed.
Step #6 Slowly add to butter or margarine in saucepan, stirring constantly until smooth.
Step #7 Add cheese & continue stirring until smooth & thickened.
Step #8 Add more milk to make a roux.
Step #9 (Thick sauce but not paste).
Step #10 Stir in chilies.
Step #11 Arrange cauliflower in a 2 quart baking dish; pour the sauce over cauliflower, then sprinkle with bread crumbs if desired.
Step #12 Bake 5 to 10 min or until bubbling.
