Step #7 Cover up with foil wrap & boil over moderately high heat for 7 mins.
Step #8 Simmer over moderately low heat, until tender, turning the ribs a few times, about 20 mins.
Step #9 Preheat the broiler.
Step #10 Transfer the ribs to a large rimmed baking sheet, meaty side down.
Step #11 Boil the braising liquid until thickened & intensely flavored, about 10 mins.
Step #12 Strain the liquid; you should have about 2 c.
Step #13 Generously brush the ribs with the braising liquid & broil 4 inches from the heat, rotating the pan, until glazed & lightly charred, about 3 mins.
Step #14 Turn the ribs meaty side up & brush again with the braising liquid.
Step #15 Broil, until the ribs are glazed, brushing every once in awhile & rotating the pan, about 4 mins.
Step #16 Let rest for 5 mins, then cut between the ribs, mound on a platter & serve.
