Step #1 Mix soy sauce, mirin, gingerroot & garlic in medium glass or plastic bowl.
Step #2 Place chicken in soy mixture, marinate for 15 mins.
Step #3 Drain chicken, reserving soy mixture.
Step #4 Heat oil in 12-inch skillet until hot.
Step #5 Cook chicken over med-heat/flame until brown on both sides & done, about 15 mins.
Step #6 Heat water, sugar & reserved soy mixture to boiling in 3-quart saucepan; boil & stir 2 mins.
Step #7 Stir in scallions (cut into 1/4 inch pieces green & white parts).
Step #8 Cut each chicken breast half into 6 diagonal slices by holding the knife or cleaver at a 45-degree angle to the cutting surface.
Step #9 Place 6 slices on rice in soup bowl.
Step #10 Spoon hot liquid over chicken.
