1 sliced sliced seeded stemmed green bell pepper .
4 sliced tomatoes .
1 sliced lemon .
3 sliced peeled carrots .
5 whole mild green chilies (such as anaheims) .
2 (3 lb) cleaned scaled red snapper .
12 peeled crushed garlic cloves .
1/2 c water .
3 tsps salt
Directions
Step #1 Grind together cumin seeds, garlic cloves, sliced parsley & salt with a mortar & pestle.
Step #2 Transfer to a small bowl & mix in the lemon juice.
Step #3 Place red snappers In a large-ish, shallow baking pan & rub spice mixture all over fish.
Step #4 Cover up with plastic wrap & marinate in refrigerator for at least 30 mins.
Step #5 Preheat oven to 500°.
Step #6 Remove fish from refrigerator & scatter carrots, green bell pepper, sliced lemon, tomatoes, potatoes, green chiles (such as anaheims) over & around fish.
Step #7 Pour water & extra-virgin olive oil over fish & vegetables.
Step #8 Bake, basting often, until fish is cooked through, about 30 mins.
