Step #2 Lightly grease or spray a 9" x 9" baking dish.
Step #3 Combine butter, Parmesan, onion, salt, pepper, carrots, parsley, tarragon & 1/2 of the half & half in the prepared baking dish.
Step #4 Toss to mix well.
Step #5 Pour the remaining half & half over the top & bake for 40-45 mins, or until the carrots are tender & the cream is thickened almost to curdling.
