Step #1 Bring first 3 ingredients to a boil; add mussels.
Step #2 Cover up & cook 5 mins; stir carefully, & cook 5 more mins or until mussels open.
Step #3 Remove from heat; drain & let cool.
Step #4 Discard any mussels that remain closed.
Step #5 Detach mussels from shells, reserving shells.
Step #6 Combine mayonnaise & next 7 ingredients in a small bowl.
Step #7 Place each mussel in a shell; spoon 1 tsp Salsa Verde over each mussel.
Step #8 Place mussels on a platter, & garnish, if desired.
