Step #1 Rinse & drain green beans; trim off & discard stem ends.
Step #2 Cut beans into 2- to 3-inch lengths.
Step #3 In a small bowl, rice vinegar, mix soy sauce, chili flakes, sugar, & white pepper.
Step #4 Set a 10- to 12-inch frying pan over high heat.
Step #5 When pan is hot, add beans & 1/4 c water.
Step #6 Cover up & cook, until beans are bright green & slightly crunchy to bite, stirring once, 3 to 4 mins.
Step #7 Uncover & cook this until any remaining water has evaporated.
Step #8 Add oil, garlic, & ginger to pan; stir until green beans & garlic are lightly browned, 1 to 2 mins.
Step #9 Stir soy mixture & add to pan; bring to a boil & stir until most of the liquid has evaporated & the sauce thickens & coats the beans, 2 to 3 mins.
