Step #2 Cut bell peppers in half lengthwise; discard seeds & membranes.
Step #3 Place pepper halves, skin sides up, on a foil wrap-lined baking sheet; flatten with hand.
Step #4 Broil 15 mins or until blackened.
Step #5 Place in a zip-top plastic bag; seal.
Step #6 Let stand 15 mins.
Step #7 Peel peppers.
Step #8 Place bell peppers, sour cream, & next 6 ingredients (sour cream through garlic) in a food processor/blender; process until smooth, scraping sides of bowl every once in awhile.
Step #9 Place bell pepper mixture in a small bowl.
Step #10 Cover up & chill in the fridge.
Step #11 Bring 6 c of water to a boil in a Dutch oven.
Step #12 Add shrimp; cook 3 mins or until done.
Step #13 Drain & rinse with cold water; peel.
Step #14 Cover up & chill shrimp.
Step #15 Serve shrimp with sauce.
