Step #1 Stir together eggs & milk, & pour over fish nuggets; chill for 1 to 3 hrs.
Step #2 Combine flour & next 9 ingredients in a heavy-duty zip-top plastic bag.
Step #3 Add one-third of grouper nuggets, & shake to coat; repeat process twice.
Step #4 Chill coated nuggets for 30 mins.
Step #5 Pour oil to a depth of 2 inches In a large-ish skillet; heat to 350°.
Step #6 Recoat nuggets with remaining breading mixture, & fry in batches for 4 to 6 mins, turning once.
Step #7 Serve with Herbed Tartar Sauce.
Step #8 *In testing, we used Saltine crackers.
