Step #2 Bring ribs, next 6 ingredients, & water to cover to a boil In a large-ish Dutch oven over high heat.
Step #3 Reduce heat, simmer 30 mins or until tender.
Step #4 Drain.
Step #5 Rub ribs with 1 tbsp oil.
Step #6 Set aside 1 tbsp Jerk Spice uping; rub ribs evenly with remaining Jerk Spice uping, & place this In a large-ish pan.
Step #7 Cover up & chill 1 hr.
Step #8 Stir together 1 c water, remaining 2 tbsps oil, lemon juice, & 2 tsps reserved Jerk Spice uping.
Step #9 Set aside.
Step #10 Prepare fire by piling charcoal or lava rocks on one side of grill, leaving the other side empty.
Step #11 Coat food rack with cooking spray, & place rack on grill.
Step #12 Arrange food over empty side, & grill, over medium-high heat (350° to 400°) 1 hr, covered with grill lid, turning once & basting every once in awhile with lemon juice mixture.
Step #13 Sprinkle top with remaining 1 tsp Jerk Spice uping before serving.
