Step #1 Preheat oven to 375°.
Step #2 Lightly spoon flours into dry measuring c; level with a knife.
Step #3 Combine flours & the next 8 ingredients (all-purpose flour through salt) In a large-ish bowl, stirring well with a whisk.
Step #4 Stir in carrot, apple, & raisins.
Step #5 Combine milk, egg whites, oil, vanilla, & orange in a mixer or food processor/blender; process until smooth.
Step #6 Make a well in center of flour mixture; add milk mixture; stir just until moist.
Step #7 Spoon 3 tbsps batter into each of 28 muffin c coated with cooking spray.
Step #8 Bake in batches at 375° for 20 mins or until muffins are browned & spring back when touched lightly in center.
Step #9 Remove the muffins from pans as soon as possible, & place on a wire rack.
