Step #2 Lightly spoon flour into dry measuring c; level with a knife.
Step #3 Combine flour & the next 5 ingredients (flour through salt) in a bowl; cut in butter with a pastry mixer or 2 knives until mixture resembles coarse meal.
Step #4 Add cranberries, tossing to coat.
Step #5 Combine buttermilk, rind, & egg; add to flour mixture, stirring just until moist (dough will be sticky).
Step #6 Turn dough out onto a lightly floured surface, & knead lightly 5 times with floured hands.
Step #7 Pat dough into a 7-inch circle on a baking sheet coated with cooking spray.
Step #8 Cut the dough into 10 wedges, cutting into but not completely through dough.
Step #9 Bake at 375° for 30 mins or until golden.
Step #10 Sift powdered sugar over scones; serve warm.
