Step #1 Heat oil in large pan - add onions & garlic.
Step #2 Cook on low heat for 2-3 mins, until soft.
Step #3 Add the seasoning mix, cumin & paprika.
Step #4 Mix well; add the ground mince, stir until brown.
Step #5 Stir in sliced bell pepper, mixed tomatoes & tomato paste,.
Step #6 Simmer for about an hr uncovered, until it has thickened.
Step #7 Make cheese sauce as follows:.
Step #8 Melt butter in medium pan; remove this from heat stir on flour after it has cooled.
Step #9 Gradually add milk; stir over heat until mixture boils (or do in microwave, where it is less likely to go lumpy) until it starts to boil.
Step #10 Stir in cream & cheese.
Step #11 Place 5 lasagna sheets over oiled shallow ovenproof dish (12 c) 3 liter size, top this with half the mince mixture & a 1/3 of the creamy cheese sauce.
Step #12 Repeat layers, & then top this with remaining lasagna sheets & creamy cheese sauce.
Step #13 Bake in moderate oven covered in foil wrap for 1/2 an hr then uncover & continue cooking for another 10 mins.
Step #14 Serve with tossed green salad, Italian bread - delicious.
Step #15 Can be prepared 24 hrs ahead, store, covered in refrigerator.
