Step #1 In a bowl, mix together the first 4 ingredients; set aside.
Step #2 Heat 1 tsp oil In a large-ish pot over medium-high heat; add in half the beef, browning on all sides.
Step #3 Remove from pan & repeat procedure with 1 tsp oil & remaining beef.
Step #4 Return beef to pan.
Step #5 Add in water mixture, garlic, onions, cinnamon, & ginger.
Step #6 Bring to a boil; lower heat, cover, & let simmer 2 hrs or until beef is tender.
Step #7 Discard ginger slices & cinnamon.
Step #8 Stir in spinach; cook for 3 mins or until wilted.
Step #9 Serve over noodles.
