Step #1 Grill steak until it has an internal temperature of 145 deg.
Step #2 for medium-rare.
Step #3 Let steak stand for 5 min before slicing thinly against the grain.
Step #4 Place 1/4 c carrot, ginger, lime juice,soy sauce, water, & chile in a food processor/blender & process until carrots & chile are very finely minced.
Step #5 Mix together remaining carrots, steak, cucumber, bell pepper, lettuce, mint & onion.
