Step #1 Combine beef & marinade ingredients; let sit, covered, at about room temp for at least 1 hr.
Step #2 Cook rotini until al dente.
Step #3 In a medium-size bowl, green onion, tomato, olive oil, salt, sugar, garlic, pepper, mix together balsamic vinegar, & basil.
Step #4 Brown meat in nonstick skillet over medium-high heat; drain & toss with warm rotini & dressing.
Step #5 Sprinkle top generously with parmesan cheese.
Step #6 The dressing will flavor this salad better if the pasta is warm when dressed.
Step #7 Leftover roast beef can also replace the sirloin.
