Step #1 Preheat oven to 375°F Coat 2 cookie sheets with cooking spray or cover with parchment paper.
Step #2 Beat cream cheese & both sugars In a large-ish bowl with an electric mixer until sugar is fully incorporated (should not have granules); add egg & vanilla & mix again.
Step #3 Combine both flours, salt & baking soda in a medium bowl.
Step #4 Add half the flour mixture to the cream cheese mixture; beat until well incorporated.
Step #5 Add milk & remaining flour mixture; beat until fully mixed & then fold in chips.
Step #6 Drop heaping tsps of dough onto prepared cookie sheet & press dough down with dampened fingers to form 1-inch cookies.
Step #7 Make sure to leave at least an inch between each cookie.
Step #8 Bake cookies until slightly golden on top, about 10 to 12 mins.
Step #9 Remove from oven & allow cookies to cool on cookie sheet for 1 to 2 mins; remove to a wire rack & cool completely.
Step #10 Yields 1 cookie per serving.
