Step #1 To make the potatoes: place potatoes in a big pan; cover with water; bring to a boil.
Step #2 Decrease heat; simmer 15 mins or until tender; drain.
Step #3 Return potatoes to pan; add 2 tbsps oil, ½ tsp salt, & ¼ tsp pepper.
Step #4 Mash potato mixture with a potato masher to desired consistency; cover & keep warm.
Step #5 Heat milk over med-heat/flame In a large-ish nonstick skillet to 180° or until tiny bubbles form around edge (do not boil); stir in the spinach, cook 1 min or until spinach melts.
Step #6 Add milk mixture & green onions to potato mixture, stirring to mix.
Step #7 To make ragout: wipe skillet with paper towels; heat 2 tbsps oil in skillet over med-heat/flame.
Step #8 Add in sliced onion, oregano, & garlic; cook 5 mins or until lightly browned, stirring often.
Step #9 Add in mushrooms; cook 7 mins or until mushrooms are tender, stirring often.
Step #10 Add in zucchini; cook 2 mins, stirring often.
Step #11 Stir in water & the next 5 ingredients; simmer, 15 mins, uncovered, stirring every once in awhile.
Step #12 Serve ragout over potatoes; sprinkle with cheese.
