Step #2 In a medium heavy saucepan mix water, wine, onions, celery & lemon & let simmer for 15 mins.
Step #3 Strain & keep warm.

Step #5 In a large heavy frying pan melt the butter over med-heat/flame & saute onions until translucent, about five mins.
Step #6 Spice up fish with salt & add to pan.
Step #7 Pour poaching liquid around the fish along with tarragon & let simmer carefully for eight mins or until fish is firm to the touch & white in the centre.
Step #8 Using a slotted spoon, remove the fish to a heated platter.
Step #9 Add chives & a little of the poaching liquid & lemon wedges.
Step #10 Serve at once.
