Step #1 Preheat oil in fryer to 360 degrees.
Step #2 In a wok, heat the oil over high heat.
Step #3 Add the ginger, garlic, stirring, & pepper sauce, & cook, for 30 seconds.
Step #4 Add the bell peppers, bok choy, & rice wine & cook for 1 min.
Step #5 Add the shrimp, & cook this until the shrimp are pink & just cooked through, scallops, & soy sauce, about 2 mins.
Step #6 Add the green onions & cook for 30 seconds.
Step #7 Remove from the heat & transfer to a serving bowl.
Step #8 Meanwhile, heat vegetable oil in a hot fryer, add the cellophane noodles, & fry quickly until puffed & golden.
Step #9 Remove from the oil & drain on paper towels.
Step #10 Top the seafood mixture with the noodles & serve as soon as possible.
