Step #1
Arrange 1/2 of the green onions on the bottom of the steaming bowl (it is important to steam in a container in order to retain the steam & juices around the fish).
Step #2 Place 1/2 of the mushrooms & Napa cabbage sections on top of the onions.
Step #3 Place fish on top of the vegetables.
Step #4 Sprinkle top ginger, garlic, & red pepper flakes over fish.
Step #5 Top with the remaining green onions, mushrooms, & napa cabbage.
Step #6 Drizzle soy sauce & water over everything.
Step #7 Place steam bowl in a steamer over 1 inch of boiling water, & cover.
Step #8 Steam for 15 to 20 mins, or until fish flakes easily.
