Step #1 Heat oil in a non-reactive Dutch oven over medium-high heat.
Step #2 Add the scallions, garlic & chili pepper.
Step #3 Cook, stirring often, 4 mins until wilted.
Step #4 Add tomatoes, vinegar, roasted peppers, & pepper.
Step #5 Heat to a boil over high heat; reduce heat to low.
Step #6 Cook, stirring every once in awhile, for 15 mins.
Step #7 Add the shrimp & scallops; cook 6 mins until done; set aside.
Step #8 Meanwhile, cook pasta in boiling salted water until al dente, drain, reserving 1 c cooking liquid.
Step #9 Stir olives, capers, feta & sage into the sauce; toss sauce with the pasta.
Step #10 Add reserved cooking liquid to reach desired consistency.
