Step #1 Beat eggs with water; season this with salt & pepper.
Step #2 Set aside.
Step #3 Spray an 8-inch omelet pan or nonstick skillet with cooking spray.
Step #4 Heat skillet over med-heat/flame.
Step #5 Add potatoes to skillet.
Step #6 Heat until heated through.
Step #7 (Or microwave until heated through).
Step #8 Set aside.
Step #9 Pour eggs into skillet.
Step #10 (Eggs should set as soon as possible at edges).
Step #11 With an inverted pancake turner, carefully push cooked portions at edges toward center so uncooked portions can reach hot pan surface, tilting pan & moving cooked portions as necessary.
Step #12 Spoon potatoes over half of the omelet.
Step #13 Spoon sour cream over the potatoes.
Step #14 Sprinkle top green onions over the sour cream.
Step #15 Cook for about 30 seconds more.
Step #16 Slide from pan onto plate.
Step #17 Top omelet with a dollop of sour cream & green onions if desired.
