Step #1 In a large saucepan mix thawed corn niblets, whipping cream, evaporated milk, salt & sugar; bring to boil over med-heat/flame, stirring every once in awhile.
Step #2 Reduce heat to low & let simmer for 5-6 mins.
Step #3 Melt butter in the microwave or in a small saucepan over low heat/flame; whisk in flour until smooth, then stir in theto the corn mixture until well mixed & thickened.
Step #4 Spice up with black pepper or cayenne to taste.
