Step #3 In a large bowl mix together the flour with sugar, baking powder & salt.
Step #4 Add in oil egg yolks, orange juice, water, orange zest & vanilla; beat using an electric mixer until smooth & no sugar granules remain (about 5 mins).
Step #5 In a large bowl beat about room temp egg whites until frothy then add in cream of tartar, continue beating until very stiff.
Step #6 Using a spatula carefully fold in the egg whites into the flour/sugar mixture.
Step #7 Pour the batter into ungreased tube pan.
Step #8 Bake for about 1 to 1-1/4 hrs or until cake tests done.
Step #9 Invert the pan & allow cake to cool completely (I use a en empty beer bottle for this).
Step #10 Run a knife around the inside of the pan to release the cake & invert onto a serving plate.
Step #11 To make the glaze; in a bowl whisk together all ingredients until smooth.
Step #12 Drizzle over the cooled cake.
