1 tbsp minced sun-dried tomatoes (packed in oil) .
1/2 tsp grated orange zest .
1 tbsp sliced fresh flat leaf parsley .
3 tbsps fresh lemon juice .
1 tbsp sliced fresh basil .
2 tbsps ice water .
1 tbsp sliced fresh dill .
4 (6 oz) halibut steaks, 3/4-inch thick .

Directions
Step #1 Preheat oven to 450°; arrange fish In a large-ish baking pan; sprinkle with salt & pepper; bake just until center turns from translucent to opaque, 10-12 mins.
Step #2 Make the Herb Citrus Vinaigrette: whisk the oil, dill, & garlic; stir in the the sun-dried tomatoes, lemon & orange zests, water, parsley, basil, lemon juice, & thyme; add salt & pepper to taste.
Step #3 Transfer the fish to individual plates; spoon the vinaigrette on top.
Step #4 Serve hot, warm, or at about room temp, garnished with lemon slices & herb sprigs.
