Step #2 com In a heavy, medium saucepan, bring the broth & water to a boil, and add the barley.
Step #3 When the boiling resumes, cover, reduce the heat to low, & simmer for 40-45 mins or until the barley is tender.
Step #4 In a large bowl, whisk together al the dressing ingredients.
Step #5 When the barley is done, add the barley to the dressing while the barley is still hot.
Step #6 Toss, mixing well.
Step #7 If you wish to eat the salad warm, put in the fridge the barley to cool, carrot, onion, add the vegetables & herbs & serve as soon as possible, then add the pepper, radishes, otherwise, dill & parsley.
