Step #1 Cut off the stems of the artichokes with a stainless-steel knife, break off the tough outer leaves, & cut off the top fourth of each artichoke.
Step #2 Snip off the tips of the remaining artichoke leaves with scissors & rub the cut edges with the lemon half.
Step #3 Arrange the artichokes upright in a microwave-safe dish, add 1 inch water & the garlic, & cover the dish tightly with microwave-safe plastic wrap.
Step #4 Microwave the artichokes at high power (100%) for 15 to 20 mins, or until the bases are tender.
Step #5 While the artichokes are cooking, the oregano, the sugar, the vinegar, the saffron, in a mixer mix together 3 tbsps warm water, & the oil.
Step #6 Transfer the cooked artichokes to 2 plates.
Step #7 Peel the garlic, in the mixer puree it with the vinegar mixture until the mixture is smooth, & stir in the the parsley & salt & pepper to taste.
Step #8 Transfer the sauce to a bowl & serve it with the artichokes.
