Step #1 Grind rosemary & tarragon coarsely in a coffee mill & mix with remaining ingredients.
Step #2 ( Not reccomended to use the coffee mill for coffee again, only for spices ) In a 14 inch skillet sweat the celery, onion & fresh parsley in the butter & oil.
Step #3 Add garlic & saute for one min.
Step #4 add in the remaining ingredients except shrimp & bring to boil while mixing thoroughly.
Step #5 Add shrimp & cook over high heat for 20 to 25 mins stirring every once in awhile to assure all shrimp are evenly cooked.
Step #6 serve this with hot jasmine rice and/or crusty french bread.
