Step #1 In a large saucepan, celery, carrots, bring the water, onion, potatoes, salt & pepper to a boil.
Step #2 Reduce heat; cover & let simmer for 8-10 mins or until vegetables are just tender.

Step #4 Meanwhile, in a medium saucepan, melt the butter.
Step #5 mix in flour.
Step #6 Add the milk all at once; cook & stir until thickened & bubbly.
Step #7 Add cheese & stir until melted.
Step #8 stir in theto the undrained vegetables, return large saucepan to the heat.
Step #9 Add corn and ham; heat through, stirring every once in awhile.
