How to make it

  • Heat a sauce pan over med- high heat, with oil.
  • Add pepper hales and garlic, cook for 1 min.
  • Add rice & stir to coat ut with oil. Season with salt & pepper
  • Add stock, and bring to a boil.
  • Cover, and reduce to vert low heat, cooking 18-20 minutes until tender
  • Add cilantro, and scallions and fluff.
  • REmove pepper halves, and serve
