Need help finding a rice recipe.

  There is a restaurant in Alexandria, Virginia called "The Afghan Restaurant." They serve Basmati rice that is tan or brown looking with carrots that are matchstick size that have an almost sweet taste to it. It also has raisins in it I believe. It had No meat in it. I think it was like Palau or Pilau not sure.
