Step #1 Cook the rice in a pan of boiling water for about 15 mins.
Step #2 Meanwhile, heat the oil in a pan & cook the onion for 3-4 mins until golden.
Step #3 Stir in the garlic & red pepper & cook for 4 mins, then add the mince & chilli powder & cook for 2-3 mins until well browned.
Step #4 Stir in the stock, bring to the boil & let simmer for 5 mins.
Step #5 Blend the cornflour with 1 Tbsp of water & the soy sauce until smooth, add to the pan & stir until slightly thickened; season & stir in the the basil leaves.
Step #6 Drain the rice & spoon onto plates, top this with the thai mince & serve this with a scattering of fresh basil leaves.
