Step #1 To prepare marinade, mix first 3 ingredients In a large-ish zip-top plastic bag.
Step #2 Trim fat from steak.
Step #3 Cut steak diagonally across grain into thin slices.
Step #4 Add steak to bag; seal & marinate in refrigerator 2 hrs.
Step #5 Remove steak from bag, & discard marinade.
Step #6 To prepare dipping sauce, mix peanut butter & the next 4 ingredients (peanut butter through 1 tsp sugar) in a small bowl; stir with a whisk until mixed.
Step #7 Set aside.
Step #8 Place rice sticks in a medium saucepan; cover with hot water.
Step #9 Let stand 30 mins.
Step #10 Bring to a boil, & cook 5 mins.
Step #11 Drain; cut rice sticks into small pieces.
Step #12 Heat oil In a large-ish nonstick skillet over medium-high heat.
Step #13 Add beef; stir-fry 2 mins.
Step #14 Add rice sticks; cook 1 min.
Step #15 Stir in 1 tbsp lime juice & chile paste.
Step #16 Remove from heat.
Step #17 Place 1 lettuce leaf in the center of 1 crepe, 3 cucumber slices, about 1 tbsp carrot, & top this with 1/4 c beef mixture, 3 mint leaves, & 3 cilantro sprigs.
Step #18 Fold in bottom of crepe, & roll up jelly-roll fashion starting at side.
Step #19 Repeat the procedure with remaining lettuce, beef mixture, carrot, crepes, mint, cucumber, & cilantro.
Step #20 Cut each roll crosswise into 3 slices; arrange, cut sides up, on a plate.
