Step #1 To prepare filling, heat a large skillet over medium-high heat.
Step #2 Coat pan with cooking spray.
Step #3 Add turkey; cook 5 mins or until browned, stirring to crumble.
Step #4 Stir in chili powder, 1/2 tsp salt, cumin, & pepper; cook 1 min, stirring often.
Step #5 Stir in 1/2 c water & tomato paste.
Step #6 Cook 2 mins or until turkey mixture thickens.
Step #7 Remove from heat; stir in the cheese.
Step #8 Place in a bowl, & cool to about room temp; cover & chill 30 mins.
Step #9 To prepare dough, lightly spoon flour into dry measuring c; level with a knife.
Step #10 Place flour, sugar, baking powder, & 1/4 tsp salt in a food processor/blender; pulse 2 times or until mixd.
Step #11 Add chilled butter; pulse 4 times or until mixture resembles coarse meal.
Step #12 With processor on, add 3/4 c ice water through the food chute, processing just until mixd (do not form a ball).
Step #13 Turn the dough out onto a floured surface; knead lightly 4 times with floured hands.
Step #14 Divide the dough into 24 portions.
Step #15 Working with 1 portion at a time (cover remaining portions to keep dough from drying), roll this into a 3 1/2-inch circle on a floured surface.
