Step #1 In a medium pot, heat oil over med-heat/flame.
Step #2 Add garlic & onions & saute until onions are transparent, 2 to 3 mins.
Step #3 Add chile powder, paprika, cumin & coriander; saute, chile flakes, stirring constantly, cayenne, about 2 mins more.
Step #4 Add lamb & stir & mash constantly with a wooden spoon to break it up into very fine particles, until evenly browned, 5 to 7 mins.
Step #5 Stir in lentils, broth, salt, rosemary, stirring every once in awhile, then reduce heat to low & let simmer, sugar, about 30 mins, tomatoes, until lentils are tender & chili is thick, & pepper; bring to a boil, oregano, adding some water to pot if lentils absorb all liquid before chili is done.
