Step #2 Combine flour, baking powder, baking soda & salt in a small bowl & mix well.
Step #3 Set aside.
Step #4 Cream together the brown sugar & butter until well mixd.
Step #5 Add the eggs one at a time, beating well after each.
Step #6 Mix in the molasses, milk & vanilla.
Step #7 Take one c of the rolled oats & grind them in a mixer or food processor/blender until it is the consistency of coarse flour.
Step #8 Add the ground oats & the remaining c of rolled oats to the butter mixture & mix well.
Step #9 Now add the flour mixture & mix until mixd.
Step #10 Stir in the chocolate chips until evenly distributed throughout the dough.
Step #11 Using a 1/4 c scoop (my standard size ice cream scoop works well for this) or a measuring c, scoop the dough onto ungreased cookie sheets 3 inches apart.
Step #12 Bake for 12-13 mins until the edges are just starting to brown.
Step #13 Remove from oven & cool two mins on cookie sheets.
Step #14 Remove from cookie sheets to cool completely on racks.
