I need some help growing carrots and beets

  I have never put chemical stuf in my garden lots of hose manure and chicken when i had them. But I can not seem to grow carrots or beets. Carrots are all tops and beets no tops and hardly any beet roots. The best is like the seed onions you plant in the spring for spring onions or let them grow for larger in the fall. Can anyone help me please. I have read tons and still no dices.
