How to make it

  • Position racks to divide oven in thirds. Preheat to 325
  • Coat beef with flour. Heat oil in dutch oven over medium-high heat. Add beef and brown. Add broth,onion and garlic;bring to a boil. Cover tightly and place stew on one oven rack,potatoes on the other. Bake 30 mins
  • Cut carrots,parsnips and celery into 1" lenths;stir into stew. Cover and bake 45 mins. or till tender when pierced.
  • Peel potatoes and mash with butter and salt. .
  • To serve:
  • Heat oven to 400. Skim off fat from stew,then spoopn into a shallow 31/2Qt. baking dish;spread potatoes over the top. Bake 50 mins or until bubbly around edges and hot in center
