I experimented several years ago making rolls likke this and found that when I used the concentrated potato water, in which they cooked,to about .25C 1/2&1/2 or heavy cream to make up part of the milk, it gave the rolls a richer flavor. You might try it and see what you think. I hope you will enjoy it!
