Cincinnati Bengal Chili Recipe

Cincinnati Bengal Chili Recipe
From The Tailgating Cookbook, this chili is "unmistakably" from Bengal country because of the pasta on the bottom and the cheddar cheese and chopped onion on top! A savory and sweet chili recipe!
